How/Where to get new armor?

I'm having trouble getting new armor? I know you can but them from Traders, but for me since I'm level 33, buying armor for level 30 is expensive. So I asked people around and they said you can get armor without having to pay anything? They said that you get armor as you level up? But I'm already level 30 and I havent gotten new armor yet? Or do I have to wait till I'm level 35? Plus, if i level up and i do get armor for free does it just pop up in my bag?

There is a quest for it, if I recall correctly it's a training quest. Just keep doing your yellow quests and you'll get it.

I had to buy my weapons while leveling up my new main.

Weopen must be bought
Diplomatic weopen awarded from 'Legendary Weopen' quest from Gau once finished D1 and D2 proof training quests. The quest is unavailable to Mogui classes at the moment.

Level 45 armour bought
Weopen from quest. When you defeat the inari training quest talk to Dinjan the Hermit and the weopen is the reward. Note: Although this looks like the same weopen as the one in the shops this weopen has better stats. Although it seems not worth getting it is stronger then the one sold in the shop.

Level 60 armour bought
Diplomatic armour crafted using recipes found in RT2. Excluding Mogui classes at the moment.
Diplomatic. Crafted
Level 60 weopen bought.
Diplomatic crafted using recipes from RT2 or using 'Dragon Pack' rewarded from original quest before the April patch. NOTE the dragon pack is not tradable and can no longer be obtained.

Level 75 normal armour bought
Destiny. Complete the class change 'Ethyre' quest at level 60. Note each class has a different quest. Not all classes have the same quest. Ether feather or Blood feather is also awarded as well as the weopen.

Level 90 armour bought
Level 90 weopen bought.

The other gears i dont know how you get them but here is the other types.
